Veteran Behavioral Health Executive and Licensed Clinician Appointed to Lead Broward County’s Managing Entity for Mental Health and Substance Use Services
July 13, 2026 – Broward Behavioral Health Coalition, Inc. (BBHC) is pleased to announce the appointment of Suzette B. Fleischmann as its new Chief Executive Officer. Fleischmann brings more than two decades of experience leading Florida’s behavioral health, human services, and Medicaid-funded systems of care, and steps into the role at a pivotal time for the organization.
Fleischmann succeeds Silvia Quintana, who is retiring after fifteen years of dedicated service as CEO of Broward Behavioral Health Coalition. Throughout her tenure, Quintana’s visionary leadership, steadfast advocacy, and unwavering commitment to behavioral health helped shape BBHC into a trusted leader and collaborative partner in Broward County. She strengthened the organization’s impact by expanding community partnerships, advancing suicide prevention and mental health awareness initiatives, and championing access to compassionate, high-quality care for individuals and families. As she begins her well-earned retirement, Quintana leaves behind a legacy that has strengthened Broward County’s behavioral health system and will continue to positively impact the community for generations to come.

Fleischmann brings more than two decades of leadership experience in behavioral health. Most recently, she served as Vice President of Contracts and Quality Assurance for United Way Broward, where she led enterprise-wide compliance, quality improvement, and performance management across federal, state, and local funding streams.
Previously, Fleischmann held regional and statewide leadership roles with the Florida Department of Children and Families’ Substance Abuse and Mental Health Program Office, overseeing major behavioral health systems, contracts, and funding initiatives. As Regional Director, she managed more than $208 million in Managing Entity contracts for Broward Behavioral Health Coalition and Southeast Florida Behavioral Health Network. In 2020, she was appointed Acting Statewide Director and Single State Authority for Substance Abuse and Mental Health, overseeing more than $868 million in statewide funding.
As a licensed Mental Health Counselor and Certified Clinical Supervisor, Fleischmann holds a Master of Science in Psychology from Nova Southeastern University and a Bachelor of Arts in Psychology from the University of Miami. She has also served on numerous behavioral health boards and has been recognized with honors including the EPIC Award from Mental Health America of Southeast Florida and the Recovery Champion of the Year Award from South Florida Wellness Network.
Building on the strong foundation established under Quintana’s leadership, Fleischmann’s appointment reflects BBHC’s continued commitment to expanding access to care, supporting high-quality behavioral health services, and strengthening the county’s system of care for individuals and families.
