The United States no longer can ignore the 47 million individuals of the population without health insurance, not counting about 14 million of undocumented individuals.

Due to this nationwide problem, health insurance is the main topic of the next presidential campaign. Universal Health Insurance, regardless of its format, is a very strong proposition for a healthcare solution and a true possibility. Even if the candidate who proposes Universal Health Insurance wins the presidential election, the implementation process will take no less than four to five years in its best scenario.

Meanwhile, millions of uninsured individuals will be without any medical access, preventive medicine, and clogging up the emergency rooms of our hospital systems without having the means to provide payment.

To wait four to five years for a hypothetical solution is unthinkable. What if the winner of the next presidential election is not the candidate proposing Universal Health Insurance? Now, the solution of our healthcare system will have to come from the private sector and not the government. In the state of Florida there has been legal instrumentation provided by the regulating entity, Florida Department of Insurance, allowing the private sector to offer a basic health plan to enable individuals to have medical access. This legal instrument is the PHC license, a manage care license like an HMO or PPO, with less requirements especially in the area of minimum benefits. This license allows the licensee to pay capitation to the primary care physician for medical services rendered.

One of the first companies to be granted the PHC license is Promedical Plan PHC, Inc. Promedical Plan has a guarantee issue where everyone is accepted to his or her plan, no medical questions asked. There is not age limitation to this plan or legal status requirements. They accept individuals older that 65 years old as long as they do not have Medicare benefits, and they even accept undocumented individuals without social security numbers. Preventive medicine is the highlight of Promedical Plan’s package of benefits and at a very low cost that mostly everyone can afford.

On the group market, Promedical Plan accepts part-timers, per-diems, and employee’s dependants without employer contribution and minimum participation. Several municipalities and large employers in Dade, Broward and Palm Beach Counties have partnered with Promedical Plan to cover their employees without any cost to them.

The only benefit offered by the employer is payroll deduction.
